This warning occurs because consumer PDF viewers rely exclusively on the Adobe Approved Trust List (AATL), which consists predominantly of commercial Western certificate authorities. In contrast, the Government of India regulates sovereign digital signatures under the Information Technology Act, 2000 via the Controller of Certifying Authorities (CCA) and the Root Certifying Authority of India (RCAI).
Because Western software manufacturers do not bundle India's RCAI root keys by default, unconfigured readers cannot build the certificate validation chain.
